Jeffrey Dampf (CRD #5676205) was barred from association with FINRA in all capacities on October 1, 2021. FINRA issued an Acceptance, Waiver, and Consent for Dampf after he refused to provide on-the-record testimony or produce documents and information requested by FINRA in connection with its investigation into allegations that he misappropriated funds from elderly individuals.

DAMPF TERMINATED

Jeffrey Dampf was permitted to resign from his thirteen-year-long position as a sales representative of Primerica/PFS in September 2021 after the firm became aware of the allegations. Primerica/PFS claimed the firm “had no such information and [was] unable to locate any publicly available information to confirm or refute the alleged charges.”

JEFFREY DAMPF THEFT CHARGES

Jeffrey Dampf allegedly abused his capacity as the power of attorney and accountant for two senior siblings. The Ocean County Prosecutor’s Office in New Jersey found that Dampf misappropriated funds entrusted to him while caring for the elderly clients.

According to the Prosecutor’s office, Dampf attempted to electronically transfer $500,000 to an investment account from the victims’ bank account. However, the transfer was “flagged,” and Dampf could not move the money.

Furthermore, Dampf allegedly hired Tindall and Guido as home health care aides for the sibling clients despite neither being licensed home healthcare aides in New Jersey. Tindall and Guido reportedly received over $1.5 million from the senior victims.

Dampf allegedly executed and drafted checks and electronic transfers to appear as legitimate reimbursements for money spent on the care and for the benefit of the clients. The Prosecutor’s office also reports large gift payouts authorized by the elderly victims. The elderly victims were not of sound mind to authorize checks, electronic transfers, or gifts.

The home health care aids, Tindall and Guido, were arrested in October 2020, shortly before Dampf was charged on a summons. Dampf was processed and released pending a future court date.

ACCEPTANCE, WAIVER, AND CONSENT

FINRA released an Acceptance, Waiver and Consent for Jeffrey Dampf:

“On September 10, 2021, FINRA sent a request to Respondent for on-the-record testimony and a request for the production of documents and information, both pursuant to FINRA Rule 8210, in connection with FINRA’s investigation into allegations that Dampf misappropriated funds from elderly individuals. As stated during his phone call with FINRA on September 21, 2021, and by this agreement, Respondent acknowledges that he received FINRA’s requests and will not appear for on-the-record testimony at any time or produce the documents and information requested. By refusing to appear for on-the-record testimony and to produce the documents and information as requested pursuant to FINRA Rule 8210, Respondent violated FINRA Rules 8210 and 2010.”
